ZTL Foligno
Foligno is the exception in Umbria: a town on flat ground. Almost every other restricted centre in the region sits on a ridge or an outcrop, which makes driving into it difficult regardless of the rules, but Foligno spreads across the valley floor with a normal street grid and no hill to defeat you. Its restriction is unusual too — it runs in the evening rather than through the day.

A large part of the historic centre around the cathedral and Piazza della Repubblica. The gates do not share a timetable and several run a midday band as well as an evening one, so this is not an evening-only zone.
Every gate on its own timetable
Foligno is often described as an evening zone. It is not, and the description is the trap. Its gates keep sharply different hours, and several are live in the middle of the day: via Mazzini runs 11:00–13:00 as well as an evening block, and via San Giovanni dell’Acqua and via XX Settembre run 12:30–15:30. One gate, via Santa Caterina at via del Cassero, is active around the clock and never lifts at all. The evening blocks are real too — to midnight Monday to Thursday, to 01:00 on Friday and Saturday — but they are the half of the rule people already know. It is why Foligno catches people who have learned the habits of other Italian towns.
The practical consequence is that there is no hour you can assume is safe without knowing which gate you are crossing. Four in the afternoon is clear at some gates and inside a live band at others, and one gate is never clear. The evening is still the moment a visitor is most likely to want to be there — for dinner, or for the passeggiata — and that is when the cameras are live.
What the zone covers
The restricted area is a large part of the historic centre, taking in the cathedral and Piazza della Repubblica at the heart of it. The two face each other across the square, with the Palazzo Trinci beside them, and that block is the part of Foligno most people come to see.
Because the town is flat and laid out conventionally, the boundary is not marked by anything as obvious as a wall or a gateway in a cliff. It is an ordinary line through ordinary streets, which is a good reason to look it up before an evening arrival rather than trusting the look of the road.
Where to leave the car
Parking is straightforward here by Umbrian standards, precisely because there is no hill. There are lots and street parking on the ring around the centre, and the walk in from any of them is short and level — no steps, no lift, no funicular, none of the apparatus other towns in the region need.
Park on the ring whatever time you arrive. The evening makes that obvious; the middle of the day is where people get caught out, because the town looks open and several of its gates are not.
The Quintana
Twice a year Foligno stages the Giostra della Quintana, a baroque jousting tournament in which riders from the town's districts compete in seventeenth-century costume, preceded by a procession of several hundred people through the centre. It is a serious event rather than a pageant for visitors, and it fills the town.
During the Quintana and its associated evenings the normal arrangements do not apply: streets close, parking is reorganised and the centre is given over to the event. If your visit coincides with it, check locally what is open before driving anywhere near the middle.
